MAIN          Monthly Evaluation Reports

      Monthly Evaluation Reports are due at the End of the Month to your Immediate Superior.  Including in the Eval submissions should be a Summary Letter, which summarizes all the personnel you have evaluated performance marks.  They Should be submitted with weekly reports the last week of the Month.

    I.E.   Flight Leaders will fill out an evaluation for each Flight Member in their flight and send the evals as well as summary letter to the Squadron Commander.  The Squadron Commander will evaluate each Flight Leader in the Squadron, sending all of his evals and a Summary report to the Wing Commander along with the Evals, Summary Letters of the Flight Leaders.  Wing Commanders will do the same, evaluate all Squadron Commanders, submitting Summary Letter to Commodore with the Summary Letters and Evals of the Squadron Commanders and Flight Leaders.  The Division Commander has the right to forgo the forwarding of Evals in the entire chain, as long as the originator keeps copies, but the Summary Letter HAS to be sent up the Chain of Command.  This will be up to each Division's Commanding Officer.  A copy of the Eval should always be sent to the Officer being evaluated by the Officer who evaluated him/her.

            The one thing to keep in mind in the Evaluations is that the normal, does his job member is a 3.0.  Most pilots/members are 3.0.  The 4.0 designation in any block is for those that exceed most 3.0 standards, and 5.0 block for hose that meet overall requirements for 5.0.  NOB stands for Non Observed.  Use this for all blocks if the member has only been under your command for 2 weeks or less.  If more than 2 weeks evaluate the pilot/member the best you can.  If you cant evaluate a Performance Trait (i.e. Activity, Teamwork..) then place an NOB for that Trait.  

            Promotion Recommendation Block:  To find where to place the person you are evaluating, add up all the performance marks for each Performance Trait and divide by the number of traits graded (NOB traits are not included).  Place the individual's Promotion Recommendation in the Block that corresponds with the Trait Average.  This is the members Promotion Recommendation.

    Significant Problems: This block is for those pilots who Performance marks are extremely low.  When the member comes up for promotion (due to time in rank), he WILL NOT be promoted.

    Progressing:  This member is improving, but is still not quite promotable.  He/she will not be promoted either, but he/she is getting there.  A pilot CAN NOT be marked as Progressing unless his previous eval is a Significant Problem.  This does not mean that a  member with a Significant Problem eval can only get a Progressing next evaluation, you can go from Significant Problem to Promotable.

    Promotable:  This is the evaluation mark of most members.  This is a member who does his job.  When this person's time in rank allows him to be promoted again, he/she is eligible for promotion.  That does not mean they WILL be promoted, just that they are eligible.

    Must Promote:  This member does his job well, and a little bit more.  When this person's time in rank allows him to be promoted again, he/she is eligible for promotion, and WILL be promoted.

    Early Promote:  This member does his job extremely well, and he tries to do as much as he/she can to better the Fleet, Wing, Squadron, etc.  These people are the 'Crème de la Crème', the Elite of the Fleet.  There should not be too many of these, they are rare.  This person will be promoted BEFORE they have time in rank for promotion.
